Gary Vasconcellos (IIMS)
Managing Partner
Gary is a New Zealand accredited and South African qualified boat builder. Gary holds two diplomas from the IIMS for Yachts and Small Craft (Hons) and IIMS Diploma for Commercial Ship Surveying.
Gary’s background at sea comes from his days in the navy as a radio officer. After his mandatory term of service Gary sailed off to the Caribbean as crew aboard a small yacht. Upon returning to his home country, South Africa Gary began the construction of his first yacht. Five years on and several more builds later, in 1988, he embarked on a global voyage.
Gary settled in Vanuatu in 1996. In addition to his role at Marine Surveyors & Consultants Vanuatu Gary owns Vanuatu’s top joinery and boat building /yacht repair business, Southern Cross Creations.
Gary’s expert knowledge and experience in the field of timber and composite boat building and repair is significant, he is without doubt the region’s finest craftsman and marine expert.
Justin Jenkin (Assoc.IIMS)
Managing Partner
Justin grew up sailing and managing boats and yachts of all descriptions. Justin’s maritime career has spanned over 25 years. He has worked as captain and engineer on a variety of commercial vessels including sport-fishers, passenger vessels and day charter vessels. Justin then moved over to the large yacht industry and spent 10 years as captain and engineer on a variety of Superyachts.
Justin’s knowledge and experience obtained from his career as captain in the large yacht industry brings another specialist set of skills to further compliment our company.
This experience covers: large yacht surveying, large yacht operations, management, a high level of marine engineering knowledge and large yacht new build and refit management.
In addition to surveying for MS&CV, Justin handles the day to day operations of Vanuatu’s leading Superyacht support agency, Seal Superyachts Vanuatu

Super Yacht Project Management, Planning and Build Supervision
In any super yacht project management, build or repair supervision we provide a ‘logical’ approach to planning, scheduling and managing, to deliver the correctly specified super yacht build or super yacht repair at the right time, budget and quality.
Coordinating with designers, interior designers and naval architects.
Attend or head up progress meetings at regular stages throughout the project.
Preparation of detailed specifications, plans and schedules.
Manage changes to specification, and assess the impact that they will have.
Preparing budgets, draw down schedules and resources.
Compare actual build progress with the schedule, and react to the implications.
Establishing new build/refit quality management systems.
Liaising with build sub-contractors regarding CLASS and MCA and or FLAG STATE RULES.
Managing the build/refit and requests to change the specification.
Inspections during the build or refit to ensure that defects are dealt with quickly.
Turning around troubled new builds and refits.
Assessing shipyards and preparing tenders.
Where necessary, mediate between parties where there is a conflict of interest.
Carry out pre-delivery inspections, sea trails and hand over to the new owner.
Provide on site engineers.
Motor and Sailing Yacht Surveys above 24m
Super yacht surveyors and surveys are part of a very specialized field which requires a different skills and knowledge set to that of smaller yacht surveys.
We have gained considerable experience in dealing with all aspects of Super Yacht Ownership, such as planning Super Yacht new builds or refits, contracting with Sellers of Super Yachts, project management, technical inspections, legal work and ancillary services, such as Offshore Company Incorporation and Yacht Registration.
MS&C Vanuatu partner Justin Jenkin (Assoc.IIMS) provides specialist services for super yacht projects. Justin has over a decade of hands on experience as large yacht captain and manager of several substantial superyacht projects.
Due to Justin’s specialized knowledge of superyacht industry regulations and requirements and his detailed knowledge of the different flag state regulations, Justin has been selected by International Yacht Bureau (IYB) to be their regional surveyor.

Motor and Sailing Yacht Surveys under 24m
Marine surveys and being a marine surveyor of small craft is considered to be a profession. However, it is a profession that legally requires no formal qualifications. Anybody can effectively become a marine surveyor and and sometimes they do!
A purchaser must be aware of this as there are more and more marine surveyors out there who are inexperienced, some may even claim to be well qualified and experienced to carry out ‘any’ survey!
